[21pt] Incorporate roads and structures FIMpact

The objective is to integrate the impact of roads into the FIM framework.

Steps include:
1- get roads from osm (use correct categories like motorways )
2- No lidar enhancement for now
3- Apply FIMpact:
for each roads segment, find the lowest rem, and record it as 'threshold'. Then use this method (or a new one with some modifications if needed)

Notes:

• apply this only for the roads with rem =< 25 m for the sake of efficiency.
• reported geometry will be the entire road (unlike the bridge which is the centroid) but reported stats are for the lowest rem point.
