Review EOEPCA IAM building block approach and docs for relevance to VEDA

The ESA EOEPCA project is putting together software for building Earth observation platforms very similar to VEDA.

The ecosystem also includes software for IAM, consisting of Keycloak, Open Policy Agent (OPA) and APISIX.

We should review their choices of technology and implementation details, since they might be a reference for our implementation of IAM.

The EOEPCA solution is under major development, so nothing too polished yet. But studying these resources and recording any confirmations of our implementation choices or things to note for later would be helpful.
