Add a workflows document

I went through all the use cases identified, and summarized them
into 5 different auth related workflows that when performed, meet
all the use cases. I wrote those up with some structure here, along
with a space for linking to documentation (or we could just write
those in here as subheadings in future PRs) for how either of the
solutions under consideration (KeyCloak and Custos/veda-auth-central)
would accomplish these workflows.

I think next step is to spend 1 week reviewing and editing these,
and once we are comfortable, merge this and start filling out the
implementation sections.
