Wifi Calling (VoWiFi) Over Hotspot VPN

Hi,

I'm not sure if this is possible or not.
My carrier currently restricts VoWiFi to domestic ips, blocking use outside of the country.
I'm attempting to setup my phone (& commercial vpn) as a hotspot for others in my group to bypass the roaming VoWifi restriction.
Currently I'm not having much luck getting this to work.
I'm aware that VoWifi bypasses VPNs on the local phone, but I was hoping the putting the VPN 'in front' of others phones would work.

Is anyone aware of a way to get this to work?
