[Banner 1.20.1] - Towny warning spam in console + other players can break blocks inside claimed chunk

Whenever I'm in claimed chunk by Towny, this plugin sends much warnings to console. And also inside a claimed chunk, other players can destroy blocks, despite the flags blocking this action.
