oraclesv2: oraclesv2data allows arbitrary global spending #62

The validation for oraclesv2data allows arbitrary spending from the global CC address. It should check that all vins after vin 1 are not CC vins.

Needs to be fixed as the CC_HIGH_MARKER_VALUE vouts are sent here.

Sending the CC_HIGH_MARKER_VALUE outputs to a provably unspendable address is probably a good idea anyway. These coins are meant to be burnt.
