Add 'ask for help' in decision tree

Description

Currently, users have no option to enlist help while filling in the decision tree.
We want a functionality to ask for help at any time while navigating through the decision tree.

• We want it to be present at any time in the decision tree except for the 'Accepteer voorwaarde' page
• There are several places in the decision tree where this can be added. Part of the work is agreeing exactly how this should be reflected in the decision tree.

• Include href/mail-to
• Link button to 'Help' page according to design
• Option to add that results will be saved in the browser
