[Bug]: Cannot import old account with json file without password

Describe the bug

When I import account with JSON file without password (it's exported without password), the extension shows error "key derivation failed, possibly wrong passphrase". I imported it before with an older version of MM extension, it worked without password.

Expected behavior

Import the account without password successfully

1.Go to "Add account or hardware wallet"
2.Import account
3.Select "JSON file"
4. Upload Json file
5. Press "Import"

Actually there is a password, the import works when I entered the password
