The document needs to be more clear about URN persistence, particularly what the relationship is between various components of the URN-string and persistence expectations.

New text suggested on mailing list and tentatively incorporated in 2141bis-12 as a new subsection 4.2, titled "URN Persistence".

That text now contains a sentence that reads "Individual namespaces may, however, impose more stringent requirements on the use of q-components or f-components." There does not yet seem to be agreement on whether it is necessary and.or desirable.
