Mechwarriors not obeying the skill caps set in campaign options, generating at 9 or 10 on piloting/gunnery with a cap of 8 in place #4769

Environment

Windows 10, Java 17, 0.50.00

Mechwarriors are generating at skill 9 and 10 even when 8 is the maximum in the campaign setting.
Other personnel types do not seem to be affected and properly cap at 8 based on observation, but could be reviewed for certainty.

This shouldn't be investigated until after #4521 has been merged, as that slightly adjusts how we generate personnel and trying to address this, without that, will just land us in conflict city.
