How do I build apk file(s) with pre-defined config?

I want for my users to have (an opinionated) pre-defined config with routes and app settings being set on app install. Is there any way to make it happen?

One way is to set/put/program config file somewhere in/during the build, right?

I do not have much experience in Android application building, so I seek for some minimal guide or direction to look for this.
