Implement GitHub CI for js-encryptedfs

Specification

Most other repos within the Matrix AI organisation have proper GitHub CI set up. This is not the case for this repo. This repo had no activity for the past year, so it was not a priority for automating. However, this will need to be reviewed and updated to improve performance and implement cancellation (see MatrixAI/js-encryptedfs#86). As such setting up CI will be critical for the workflow.
