initialAdminGroupName isn't required on installation, so it can be created with an empty value. However, we don't reconcile that field again. It is understandable to not reconcile when created with a value X and changing it to Y because we don't know what to do with X in that case. However, in the case of it being initially empty, it seems reasonable to support someone adding it at later point in time (for example, if they forgot on initial creation of the CR).
Alternatively, maybe we should require an initialAdminGroupName, or perhaps default it to something like EvmGroup-super-administrator?
