user, tokenが渡されていない場合、サーバーで以下のようなログが出るだけ

GET https://api.github.com/users//events?page=1&per_page=100: 401 Bad credentials []

ユーザーには500が返っている

あるべき姿

4XXエラーとして必要なパラメータを指示する
