For example, you can get a mechanical engineer to improve an industry, but you have no control over which industry or where, and there is no indication in the JE or GUI where this is happening; this makes it a crapshoot as to what will happen and prevents national specialization in a certain good. If possible, there should be events that allow you to choose which industry/building you want to improve, and then have an option as to which building to support. The JE goes as normal, but when you have optimized that building, you should have a separate option to make it nation-wide, putting massive expenses instead of medium and taking longer based on how many states you have with that industry, making it harder for larger nations.
