Overview

Ability to specify whether a file should be encoded in the hot or cold package

Motivation

A PROS template repository (such as LemLib), may have an included example project with an example file to be encoded in the project binary (see LemLib #116).

Implementation Requirements

Files in the static folder should be encoded into the hot package. Files in the cold_static folder should be encoded into the cold package
