If an entrant cannot access Youtube (for example entries from China) they should be able to check an email / postal box that indicates their entry will be received manually.

Can we just permit video upload via this method? The plupload module for media might be worth looking at. It should be restricted to users whose country is known to limit Youtube perhaps. China, Morrocco, perhaps Pakistan, Libya and Iran.
