Add more instructions on n_eff_p

@joselotl raised a question about the meaning of n_eff_p parameter in the code (it's a parameter defined in (7) of https://arxiv.org/pdf/1909.09632). I'll add some instructions about this parameter both in the source code and example notebook (later)
