Update TS tracking and add alternative electron counter

Lund summer student @ErikLundblad has suggested a different, position uncertainty based TS tracking algorithm, introduced spatial coordinates propagated from hits up, and started working on an electron counter associating TS info to Ecal cluster info.

Describe the solution you'd like
I'd like Erik's work to be merged into trunk, ideally after @Lysarina's code (see issue #1411) has been merged, since Erik has already merged in those cluster code changes. To keep things modular I think the easy way is to merge them in order, but Erik can still prepare a draft PR for review.
