A malicious actor could theoretically issue a notarization transaction by controlling a minimum of 13 NNs. I propose an additional validation layer where 13 NNs still issue the notarization TX but additional 33 NNs validate this "pending" notarization and approve it with a sig on the KMD chain. The komodo daemon would enforce this new validation on consensus level.
