Update how atlases are handled

Currently, we only ever use the same four atlases (mainly the T1 atlas), yet we have an Atlas db model for them, and no guarantee that the atlases that we use are present. We should update how we handle these atlases, and bake the four that we currently use for preprocessing into the application somehow. The Atlas models could still exist for extensibility down the line.
