When editing an existing user, the email address must fit a valid format (or at least contain an @ followed by at least one character). Otherwise, the "Update" button is grayed out, and nothing can be changed for the user, even if the email address is not what is being changed.
Tangentially, if you try to change the user email to one that does't fit the above structure, you get a validation error: "This must be a valid email"
What did you expect?
Since users can be created without structured email addresses, I typically do this, and then use the manual link to send them directly, to finish out their account. I'd expect to be able to retain the same "fake" email when editing.
I'm currently unable to edit most users, unless I start assigning @example.com or other fake email addresses to them.
