Should support insecure people. That is people who's passwords have been found to be too simple. These people should not be allowed to login to the cluster, however should be able to reset their password to something more secure and then login as normal. We should also send an email to the person and the supervisor when this happens (similar to bounced email processing).

This would still be a useful feature outside VPAC, although I don't think anybody is checking for insecure passwords.
