This is almost correct. The keymap selected with kano-settings is user-specific (even though it's unlikely that there will be two users wanting to use two different keymaps).
However, there should be some way to setup the system-wide keymap in /etc/default/keyboard during Kanux's first boot. This should then be the default keymap offered to every new user during kano-init-flow.
