を実行するとschemeが起動しますがこれはどうしてですか?また公式のドキュメントにありますか?

公式のドキュメントにはなかったと思います。

Scheme が稼働する理由は、Julia のコンパイラの構文解析器が Scheme で実装されているからです。

いわゆるイースターエッグですね。基本的に実用性はないです。
