Follows up from #6512

  • increase coverage on cookies module
  • setup test with entire stack (system test similar to tests/swarm-deploy
    • test auth middleware
      • test access to vendor w/ or w/o login
      • test uses having access to multiple products
    • test routing
      • reaches public-api
      • reaches web-api
        • product middleware
