Long Story Short

Expected Behavior
Failed services should not count as running dynamic services.

Actual behavior
The idle service cannot be started (pop-up says that max. number of running dynamic services are reached)
The failed services cannot be stopped.

Steps to reproduce
Might be difficult, we would need to make some dynamic service fail
