Current state

sim4life-bastion1-ip --> EIP for license bastion host
sim4life-bastion2-ip --> EIP for bastion host

With eip_association it is even worse.

Desired state

EIP resources are named clearly so that one cannot by mistake update license bastion-related resource thinking they one updates bastion-related resources
