Include changes from 2024.1 schema release

The 1089 amendment introduced many changes and some of them are not backward-compatible, e.g. new mandatory attributes/associations, conversion of enumerations into codelists, fix of typos.

The 2024.1 application schema release includes all the changes.

According to the Schema versioning rules, some application schemas required an update to a major version.
This version change must be taken into account in the validator, updating the link of the official schemas in ATSs/ETSs related to the test "Validation against INSPIRE official schema". (e.g. https://github.com/inspire-eu-validation/data-hy/blob/master/hy-gml/official-schema-validation.md)
