Change the settings to use GLPK instead of Highs. I tested both open-source solvers some days ago, and GLPK seems to perform better in cases with binaries.
Reduce the size of the optimization problem by considering representative hours or reducing the time horizon.
Are these notebooks up to date?
For example, this one seems to suggest that the 9n can be solved in a few minutes:

But when I run openTEPES with the

case, it takes more than an hour to solve.e.g.:
