Add Google App Engine/GAE support

... This was a quicker way to get the master (1.x) branch installed in a place where it can be tested on a variety of devices (ie. a publicly accessible install), sort of.

• Versions: App Engine is PHP 5.5; IET's servers are 5.6; IT's servers are PHP 5.4.x;
