Add support for Ubuntu 24.04

• As of a few days ago, Ubuntu 24.04 is the default OS version for the ubuntu-latest GitHub actions runner image (see Ubuntu-latest workflows will use Ubuntu-24.04 image actions/runner-images#10636)
• Until we have binaries for Ubuntu 24.04, idaes get-extensions will complain (but not cause a failure), but any attempts to solve a model and/or use external functions will result in an error (see Widespread test failures with Ubuntu 24.04, including ubuntu-latest GHA runner image idaes-pse#1499 for more details)
