For spatial files (with lat/lon), add a validation on the geo-coverage that is extracted during ingestion and supplied to meta as upload completion info. Specifically, make sure that the geo-coverage can be encoded/decoded to/from GeoJSON.

The likely use case is a file where all (or most) lat/lon values are missing
