[etcfacade] Prevent needless-update uploads

If a station re-uploads a (few) half-hourly file(s) identical to those already contained in the latest previously-uploaded version of the corresponding daily file, then no new-version upload should commence, the moot files should be deleted, and a message informing about the deletion should be written to the external uploads log of the facade.
