In CpGeoClient, return a default GeoIpInfo for private-network IP addresses

Can be achieved by enhancing CpGeoConfig with a default GeoIpInfo. IpTest code (and tests) should be moved into the geoipclient library in this repo from data repo. The version of the library must be updated, the updated library published, and the data service (and its config) must be updated to use the new version of geoipclient.
