Unify misc module and admin pages' UI stuff

There is a lot of inconsistency in koko's pages, especially some of the recently added admin stuff. For example there could be a standard table design that gets used, or always having the "Administrator Mode" message on admin screens, whether to use fieldset or not, etc.
