Create an easy way to reference the current PublicHAUS objectives. #73

In writing the docs and creating other content for PublicHAUS, I want to link to PublicHAUS' current high level objectives and most recent retro rewards.

If I link to the most recent signal session or most recent rewards session, it will be stale when the next round of signaling happens and require the docs (and all of the other numerous references to it) to be updated every time - which will lead to inaccurate links, confusion, etc.

Possible fix: Create a page that always shows the most signal vote rankings for use in docs.
It would be similar to this: https://signal.daohaus.fun/#/tcr/0x48538a34d243856345af9389617c31e795377c1a
but with language that indicates these are the current/most recent objectives.

Alternative quick fix: Make sure this page is sorted correctly so that the latest ones are on top: https://signal.daohaus.fun (maybe they are already, but can't tell until there are multiple) and put some kind of badge/indicator next to the Signals and the Retro to show those are the current ones that PublicHAUS should be operating on. If those badges were a link to the corresponding page, then that link could be used in lieu of the "Possible Fix" above
