manage-externals was a package manager used to handle mixed subversion and
git repositories. We no longer have subversion repositories and the burdon
of supporting manage-externals was deemed to be too much. git-fleximod is
a much more lightweight tool to handle the same task.

- Test fails due to a specific code mod in the CMEPS driver that treated
T compsets differently from others. This was fixed in CMEPS pr #425 and included
in all CMEPS tags after cmeps0.14.50. However, I will leave updating the
externals to support this to another tag as there are issues with CIME and
manage_externals currently that need to be sorted.
All tests but the one above ran and passed, including B4B baseline compares.

Purpose of changes:
Changes needed to allow a mix of evolving and non-evolving ice sheets
in a single run. The primary need for this was moving zero_gcm_fluxes
from cism_in into the config file, but I also made some other small
changes to support this scenario. I have also added an ERI test of
this scenario to make sure that hybrid, branch and restart runs all
work when you have a mix of evolving and non-evolving ice sheets.
Also some other minor fixes.

One-line summary: Support multiple ice sheets
Purpose of changes:
Many changes to support multiple ice sheets. Multiple ice sheet
support is now essentially working, though there are still one or two
additions needed (supporting one ice sheet evolving and the other
not; and maybe one or two other things).
This tag also moves CISM's config_archive information into CISM
instead of being in CIME.
In addition, this tag adds some multiple ice sheet tests to the
aux_glc and prealpha test suites - either modifying existing tests to
have multiple ice sheets, adding new tests. It also adds two new,
related test types (MULTINOAIS and MULTINOGRIS) for comparing runs
with multiple vs. single ice sheets, to help ensure that the multiple
ice sheet functionality is working correctly.

Changes answers in the topo export field from glc to lnd, but this
change doesn't impact the evolution of the model: The difference is
that, previously, outside of the CISM domain, topo was topo_virtual;
now, outside of the CISM domain, topo is 0. This change arises from a
change in CMEPS which was done for the sake of multiple ice sheets,
but seems fine in general, because these topo values shouldn't be
used outside of the CISM domain in CTSM.
This impacted the following tests in the test list:

hard-coded '.true.'), then baseline comparisons pass.

- Resolves ESCOMP/CISM-wrapper#41 (Bring in Fortran changes needed for
multiple ice sheets)
Summary of testing:

All tests passed, and were bit-for-bit other than the change noted

For tests that used to be in the test suite and have now been
replaced by multi-ice sheet tests, I ran the original version with
baseline comparisons as well.
