Make main user landing pages faster to construct

On folio2 (logged in from a machine in Pomona), when going back to "Observing Sessions", the refresh is really slow. (Is the DB being queried again?) Probably better to display less information or cache for changes that are relatively slow would help.

It turns out that the folio2 Librarian install was missing a database index so things might be a bit snappier now. Qualitatively, I do feel that the Karoo and NRAO webpages are a bit snappier to load, so this might be something that we can blame on folio ...
