Settings: Allow user to Configure Experience Sampling (with active/work hours)

• researcher can enable/disable the feature
• tbd user can enable/disable the feature (or only enable/disable experience sampling alltogether?)
• user can define "active hours"
• tbd user-setting where the user can decide whether to receive experience sampling pop-ups outside active hours
• tbd user-setting or researcher-setting where it's defined whether monitors run outside active hours
