Asked stripe a couple of questions today:

1.) Is the Stripe Billing Portal available for Connect Express?
The Billing Portal is used for subscriptions however the issue here is that since you're connected accounts are Express accounts, they lack the capabilities necessary to create and operate these billing portals. With the Portals, the connected accounts would have to deal with refunds, disputes etc. and they just are simply not integrated to do such. Our Standard Connect accounts would be better suited for this kind of model however we do not currently have any paths available for migrating from one Connected account type to another. Although this is something we plan to support at some point in the future, it's not something that's on the roadmap for release in the immediate future.

2.) Does Stripe plan on handling their taxes on their own as opposed to using Avalara?
That is not currently something in the works, but for update son that or any new feature I would definitely recommend subscribing to our Newsletter [0] and/or Blog [1] for the latest Stripe updates.

3.) Does Stripe automatically send the 1042-2 form to the IRS for foreign merchants who make money from a US business/operations?
Outside of requesting W-8/W-9 and 1099 we don't provide any other forms to the IRS, your best course of action here to figure out how those forms get submitted would be to consult with your tax advisor as they would be more equipped to answer in terms of knowledge and legal restrictions.

4.) Being debited after nearly every payout?
The most recent debit of $0.12 USD (some_id) is actually a result of the fee for subscriptions, see the attached image for reference. When you scroll down on each debit via the Payouts page of your Dashboard, under the Transactions section you'll be able to see that this .5% fee is applied to every payout, so if we do the math on your recent payout of $23.97 USD x .5% , you'll get ~$.12 USD [2].
