design way to make recurring donations more prominent on donation flow

following #4577 we tried to implement it but there was a lot of stakeholder pusback so we reverted the change since the UX was not favourable. In the aforementioned issue we made recurring donations the default option for when users visit the donate page for a project with the OP address

I want to make recurring donations a more prominent option when it is available for a given project. The project must have added an OP recipient address and not be from Endaoment.
