File menu and drop down list for selection of Tags.json are not working

The fields in the form are greyed out and I cannot find a way to open a tags file. I have internet connectivity. No idea what the issue is.

You can use the File menu (just to the right of "Formbuilder") to load an existing form or use "New" to create a new form. the use the New button in the Sections, Forms, and Forms Items area tocreate new entries. Once there are entries the other buttons will be enabled. Once you have created your form you can save it.
