Add option to specify data source and region

Users may want to only catalog data from a particular service or location

Describe the solution you'd like
The CLI option fill should allow flags specifying the data source and/or region, eg:
python catseaice.py fill -p NIC -r Antarctic

I suppose these options could also be applied to the write function so that even if the database contains a lot of references, the STAC catalog that is saved is limited to only the source, region, and date range specified.
