Seperate rclone configurator into own library

Separate the rclone configurator into it's own library so that other apps can use it. There are a lot of reasons you might want to make a plugin that can download or upload from a cloud provider. Managing retro game and abanondware libraries for one thing.

The code here is so tightly bound to the plugin, I highly doubt there will be any value of splitting it off into a library. Maybe, but at this point its likely better to just copy paste the code (and leave a comment of source somewhere at top or something as per license).
