✨ Clean up old applicant dashboard page components

When new applicant dashboard is complete, and we've remove Qualified Recruitment cards from other pages, remove old dashboard component and any components that are no longer shown anywhere, including Quailfied Recruitment cards.

Start with apps/web/src/pages/ProfileAndApplicationsPage/ProfileAndApplicationsPage.tsx, which will be replaced with the new Applicant Dashboard page, and then remove any other components, stories, code, used only here.
