Add edit button to skills on skill showcase page

Description:
Currently on our skill showcase pages where users modify their top/to improve skills, users can Add, Delete, reorder their skills there but cannot edit existing skills. It would be nice to let users edit those skills as well.

Suggested Solution:
I believe we could just add an edit button next to the delete button that opens a modified version of the "Add" modal that allows users to edit skills directly on that page instead of navigating away to the skill library.

and a little extra TLC
