The newly created backend user is deactivated and cannot be activated #2

A new created backend user is disabled by default. Regardless of whether the "disabled" field is active or not.
Even if the user is being edited, the "deactivated" flag cannot be removed. The user is always deactivated.

TYPO3 v10.4.9
Extension: friendsoftypo3/sys-action
User role: non-admin


Additional information:
If the new backend user is created with a logged in administrator, the user is activated by default.

workaround: $GLOBALS['TCA']['be_users']['columns']['disable']['exclude'] = 0;
