Allow differentiation between over and undervotes

Right now, we allow representing that a ballot recorded no valid vote for any candidate in a particular contest under audit. Instead, allow the auditor to indicate that a vote was an over or undervote.

Yes. They should be able to mark the ballot exactly as the voter did, e.g. clicking two or more candidates.
