Show auditors ordered list ballots to retrieve, and allow them to enter results for the first that is found

The workflow should allow for parallelism among auditors in a given county. Provide a list of selected ballots, with Batch, RecordId, and Ballot Style for each (and perhaps Tabulator etc). Eventually let them print out that information. Let them select one that has been assigned, and enter the interpretation of that.
Let them re-enter an interpretation as necessary.
